Administration oversees all library services, including materials selection, staffing, funding/budgeting, programming, and planning. The director is responsible for interacting with the Library Board of Trustees, York County government officials, agencies within the county, and library officials within the state.

The Bookmobile makes bi-weekly stops to county communities. It carries over 3,000 books, magazines, videos, and audio books to adults and children in York County. Requests may be made for specific books or materials not currently carried on the bookmobile. Service is also offered to such groups as daycare facilities, after-school groups, and homebound residents. Children's story times are offered on a limited basis.

The Children's Department includes a full range of books, magazines, audio books, videos, and DVDs suitable for children from infancy through age 12. The department also presents specialty programming such as weekly story times, after school events, storytelling and services to parents or adults who work with children.

The Circulation Department processes library card applications, checks library materials into and out of the library, and handles overdue notices, fines, and damaged or lost materials.

Community Relations promotes the library and the use of its services and assists with the planning and promotion of library events through news releases, flyers, newsletters, and more. The department serves as the liaison with the Friends of the York County Library.

The Reference Department provides traditional and electronic resources, including computers, to assist the public in the quest for information. Additionally, the department helps customers find books to read for their educational, recreational, or business needs.

The Systems Department oversees the planning, purchasing, and maintaining of all levels of the library's technology and computer services.

Technical Services orders and processes all materials for the York County Library. The department also tracks inventory for the library and repairs or replaces damaged or lost items.

The Technology Center provides 25 computers, including 19 60-minute computers and six 15-minute "express" computers and featuring Internet access and software and a classroom environment for computer classes. The Technology Center is located in the Main Library in Rock Hill. There is a second, smaller Technology Center located at the Fort Mill Public Library.
